1. Log in to Portal as portal
2. Create Template:
   • Portal 10.1.2.0.2:
     1. Go to Navigator > Page Groups > Providers > Locally Built Providers > Shared Components > User Interface Templates
     2. Click "Create New User Interface Template"
     3. Select Unstructured UI Template
   • Portal 10.1.4.x:
     1. Go to Navigator > Page Groups > your_page_group > HTML Templates
     2. Click "Create New HTML Template"
     3. As Template Type, select HTML Page Skin
3. Enter Templage Name (use only a-z and 0-9, no spaces)
4. Edit the Template Definition
5. Click Create
6. Click Close
