1. In Page Group Shared Objects, create a Navigation Page
2. Click Edit for the new Navigation Page
3. Add an HTML Portlet in the bottom region and insert the appropriate HTML
4. Click Edit Region (the pencil icon) for the bottom region:
     As Space Between Portlets, enter 0
     As Space Around Portlets, enter 0
     Clear the Show Portlet Headers field
     Clear the Show Portlet Borders field
5. Click OK
