PRINCIPLES OF SOFTWARE ENGINEERING MANAGEMENT
Bo Stern has a site where he writes:

I wrote my thesis on the basis of the ideas published by Tom Gilb in his excellent book 'Principles of Software Engineering Management'. The visions in this book could from the management point of view in large software projects help avoid many of the disasters and fiascoes we time and time again experience everywhere in the world of software development.
Very briefly explained, the fundamental idea is an evolutionary approach, instead of the big-bang head-on life-cycle oriented fashion, that most software projects presently make use of. The bearing principle could be described as a divide and conquer strategy, which reduces each project phase to few weeks or months, making constant project goal re-evaluation possible and thereby dynamically adaptable to changing conditions in the environment. If you send me a request, I will be happy to e-mail you the entire thesis (as text/word/pdf/html).

This is the main description of the Planning Language (Planguage). It is the core text for a series of contracted (in Sept. 99) books to be published by Addison-Wesley. It is aimed at large multinational competitive industries, who are our main clients.

We think this is by far the most advanced text and explanation of Evolutionary projectmanagement from any source. It is pitched at the "Systems Engineering" level, but is quite applicable to software engineering and management strategic planning too. It is based on the concepts written about in the RDM Requirement Driven Management book manuscript.
