The corner the Tribunal has painted itself into, is leaving too small penal margins between comparatively petty crimes committed by infanterymen earning them ~20 years, and the 25 year maximum. Nothing in the Geneva Conventions mandates a 25 year maximum, the maximum penalty in the Conventions, is Death, second comes the Life Sentence, which is what the Head of the Party Organization and Cabinet Member Walter Richard Rudolf Hess served until August 17'th of 1987, in the Spandau Prison.
Reward POW and indicted personnel reasonably and in compliance with the Conventions for their co-operation.
